Are Hà Nội's pavements dangerous必修

Pavements are meant to be a safe place for pedestrians. But in many parts of Hà Nội, they are used for much more than just walking – parking motorbikes, selling food, fixing bikes or even getting a haircut. Local authorities have implemented campaigns to clear the pavements but the situation has yet to improve.
